  17. <p>    Past investigations of the Rocky Flats nuclear-weapons plant
  18. near Denver have revealed shabby management, freaky accidents and
  19. dangerous pollution, and 75 FBI agents are currently there looking
  20. for proof of fraud in the disposal and incineration of
  21. plutonium-laden wastes. But what has environmental officials most
  22. puzzled is something they never expected to find even at
  23. trouble-prone Rocky Flats: traces of radioactive strontium and
  24. cesium that a nuclear chain reaction could produce -- even though
  25. there is no nuclear reactor at the site. The Environmental
  26. Protection Agency has demanded a study to determine how the
  27. mysterious isotopes got to Rocky Flats.

  29. <p>    Last week the Department of Energy, which owns Rocky Flats,
  30. announced that state environmental officials would henceforth be
  31. allowed to inspect its plants and that if any safety violations
  32. were uncovered, the operators would be fired. In addition, state
  33. safety teams will conduct surprise aerial surveillances. Health
  34. and safety, says DOE Deputy Secretary Henson Moore, are "the first
  35. priority in the operation of any of our facilities."
